La Associació Cercle Català per la Iniciativa Popular es basa en promoure iniciatives populars en defensa de la cultura catalana.
El sistema democràtic es basa en la participació ciutadana. És en els parlaments on es formalitzen les majories, d’acord amb els resultats electorals, que han de determinar la composició dels governs, és on es realitza la tasca d’impuls i de control de l’acció de govern i on es debaten i s’aproven les lleis.
Però la participació en les eleccions no exhaureix les possibilitats d’implicació directa dels ciutadans en la gestió dels afers públics. La iniciativa legislativa popular permet que les propostes legislatives promogudes per un sector suficientment significatiu de la ciutadania es debatin en el Parlament i, si s’escau, s’aprovin.
